According to a credit rating report, the refining and marketing company is owned by the Government of India and is responsible for 11 of India's operational refineries and 22 operational refineries. As of March 2017, the company's refineries had a combined capacity of 80.7 MTPA. In February 2016, IOCL successfully launched a 15 MTPA refinery in Paradip. Currently, the company operates CGD (City Gas Distribution) networks in Agra and Lucknow through its joint venture with GAIL (India) Limited, known as Green Gas Limited.
