It was a joint venture between two State PSUs, namely Odisha Hydro Power Corporation Ltd (OHPC) and Odisha Mining Corporation Ltd (OMC). The initial plan of the company was to establish a thermal power plant in Rengali, located in the District of Angul. Additionally, the company made the decision to construct a thermal power plant with a total capacity of 2,400 MW, with each unit having a capacity of 800 MW, using supercritical technology. In 2007, the company was incorporated and its registered office is situated in Bhubaneswar, Orissa.
